Basil Finnegan

Basil has worked in the construction and engineering industries since 1979. He is certified by the Virginia Department of Housing & Community Development as a commercial and residential building inspector, and is certified by the International Code Council as a building official. He has a BS in Civil Engineering from Old Dominion University.

Basil has been with Blackwell Engineering since 2005 and remains a fundamental part of our established team. At Blackwell Engineering, Basil has a working knowledge of many jobs and projects within the Company through the implementation of final plan reviews before submission to regulatory agencies.

Basil has worked in the field of civil design since 1979 and has become very efficient with the use of Auto CAD up to and including the most recent versions of CAD, which uses the effect of 3-D to enhance drawings. In his many years working in the engineering industry, he has focused on building inspections and currently inspects new residential and commercial structures for many local banks in the Shenandoah Valley.

In the late 2000’s, Basil has worked in depth with the creation of Traffic Impact Analysis studies and has worked closely with VDOT and other regulatory and governmental agencies in the Valley and the State of Virginia. He has helped create major Traffic Studies and Reports for mixed residential and commercial subdivisions ranging in size from 1 to over 100 acres.

Outside the office, you may see Basil hiking in the mountains, making mead, or accompanying one of his grandchildren around town.
